Job steps, hazards and controls
| # | JOB STEP | HAZARDS / CONSEQUENCES | CONTROLS (HIERARCHY APPLIED) |
|---|---|---|---|
| 1 | Confirm lead status, class and permit | Unidentified lead disturbed; wrong method selected; asbestos present | Check Permit to Proceed and asbestos status; confirm class A–C; stop if Class D or status unknown |
| 2 | Brief crew and residents | Resident, child or pet exposure; take-home contamination | Resident notification, exclusion zone, signage; crew review this JSEA and sign on at prestart |
| 3 | Set up containment | Dust escape to living areas, soil or neighbours | Polythene sheeting sealed at edges, windows / vents closed, HVAC off, barriers in place |
| 4 | Pre-use equipment checks | Extraction or RPE failure | H-class airflow / filter / bag check; RPE fit / seal check; SDS / TDS on site |
| 5 | Wet / manual preparation | Inhalation and ingestion of lead dust | Mist surfaces; wet scrape and wet sand; H-class vacuum as you go |
| 6 | Chemical stripping (where selected) | Chemical burns, vapour, contaminated residues | Per SDS / TDS; ventilation; gloves and eye protection; organic vapour controls where required; bag residues |
| 7 | Mechanical preparation (Class C only) | High dust generation | Shrouded on-tool extraction connected to H-class extractor; P3 RPE where assessed; stop if extraction fails |
| 8 | Work at height interface | Falls; dropped debris through containment | Follow access JSEA; catch sheets under work; tool tethering |
| 9 | Clean-up and waste | Residual dust, contaminated runoff | H-class vacuum then wet wipe; fold and bag sheeting; capture wash-water; label waste; lawful waste route |
| 10 | Decon and hand-back | Take-home contamination; resident re-entry to contaminated area | Remove coveralls in dirty zone; wash hands / face; bag tools; visual clearance and hand-back record |

SECTION 03
Critical controls, hold points and stop-work
CRITICAL CONTROLS
- Lead status confirmed or presumed and Permit to Proceed authorised before any disturbance
- Containment and exclusion of residents, children and pets in place
- No dry sanding / grinding, open flame, abrasive blasting, compressed air or dry sweeping
- H-class extraction serviceable with correct filter / bag and airflow
- RPE correct, fit test current, fit / seal check at each use
- Clean / dirty transition, handwashing and decon before leaving the zone
HOLD POINTS
- HOLD: no disturbance until lead status is Confirmed / Presumed / Not detected with evidence and the Permit to Proceed is authorised.
- HOLD: asbestos status confirmed before disturbing any suspect material.
- HOLD: Class C — monitoring decision recorded before Send to Prestart.
- HOLD: Class D — STOP. Escalate to specialist / competent adviser.
STOP-WORK TRIGGERS
- Dust escaping containment
- Extractor stopped, alarm or filter / bag failure
- RPE seal or filter failure
- Resident, child or pet enters the control zone
- Wash-water or runoff escapes capture
- Unexpected lead or suspect asbestos found
- Any request to dry sand, grind, blast or use open flame
VERIFICATION / REVIEW
Daily Lead Control Verification (SCS-HS-FRM-LEAD-003) completed pre-disturbance and at end of shift / hand-back; supervisor spot checks; H&S Lead review of Class C work.
Any change to lead status, method, class, occupancy, access, equipment or crew stops the task. Record the change, isolate, decon if needed and notify the supervisor / H&S Lead before work resumes.
No discharge of lead-contaminated water or debris to stormwater, soil or drains. All debris, sheeting and PPE bagged, labelled and removed by a lawful waste route.
Worker acknowledgement of this JSEA occurs on site through the daily Prestart — not in the SSSP.
