SECTION 01
Lead exposure assurance statement
SCS HAS FORMALLY INCORPORATED LEAD-BASED PAINT AND OCCUPATIONAL LEAD EXPOSURE INTO ITS HEALTH-RISK SYSTEM
Lead is managed as a critical health risk under the SCS hierarchy of controls, with a controlled policy, SOP, JSEA, permit, daily verification, failure response and risk-based health-monitoring programme.
MONITORING
Blood-lead monitoring is risk-based and occupational-health-led. It is not automatic for every painter.
HOLD POINT
Planned lead-disturbance work does not proceed until lead status, work method, critical controls, equipment suitability and monitoring requirements are confirmed.
02
SECTION 02
How lead is controlled on every job
| STAGE | CONTROL |
|---|---|
| SSSP / job creation | AI screening for building age, coatings scope and occupancy; lead status recorded; Class A–D; Lead JSEA and risk-register entries auto-added. |
| Approval | Class C requires a monitoring decision before Send to Prestart. Class D is a hard stop until a specialist pathway is documented. |
| Prestart | Workers review the full Lead JSEA, verify 11 critical lead controls and sign on. Workers do not sign during SSSP creation. |
| Change | Critical control changes (dust escaping, extractor stopped, RPE seal failed, resident entry, dry sanding) stop the task and escalate. |
| Records | Permit, daily verification, failure response, worker acknowledgement and restricted health register — audit-stamped, revision-linked. |

SECTION 03
Technical basis
- WorkSafe NZ — Lead-based paint guidance (current at 26 Sep 2026)
- WorkSafe NZ — Hazardous dust guidance
- WorkSafe NZ — Respiratory protective equipment (RPE) guidance
- WorkSafe NZ — Workplace Exposure Standards and Biological Exposure Indices, 16th edition (effective July 2026)
- WorkSafe NZ — Exposure monitoring and health monitoring guidance (updated 3 July 2026)
- Site Safe NZ — Lead Based Paint guidance
- AS/NZS 4361.2:2017 (R2026) Guide to hazardous paint management — Lead paint in residential, public and commercial buildings
- AS/NZS 1715 Selection, use and maintenance of respiratory protective equipment; AS/NZS 1716 Respiratory protective devices
- Supplier / manufacturer guidance, including Resene (lead-based paint) and 3M (respiratory protection for lead-paint removal)
Current Safety Data Sheets (SDS), Technical Data Sheets (TDS), equipment operator manuals and manufacturer instructions form part of the site controls for every lead task. Where these differ from this module, the more restrictive safe requirement applies.
